Ministry of Economy reconfirms the status of leader in transparency, giving report activity for 9 months of 2011.
    Along with the presentation and analysis of the macroeconomic framework, the document contains detailed information on actions taken by the Ministry of Economy in the areas they control: business development, investment attraction and export promotion, trade policy, infrastructure quality, industrial safety and consumer protection, infrastructure and energy security.
   These actions allowed the location of the Republic of Moldova in the second position among the most reforming countries, according to Doing Business report, prepared by the World Bank and the practical application of the reforms already begun will achieve the goal announced by the Ministry to become the most economic reform in 2012.
According to the document, in the reporting period were developed 28 draft laws and 51 draft decisions and orders of the Government.
   In order to ensure transparency in decision-making, were placed on the website for public consultation, about 70 projects, 40 are exposed to acts of decision for public discussion now, and most of the recommendations received were included in the draft decisions.
Ministry of Economy has coordinated a series of activities arising from the accession negotiations of the Agreement on free trade and comprehensive with the European Union Association Agreement negotiations with the IMF mission, the report showing the evolution of these processes.
The document gives an assessment of system deficiencies in the promotion and coordination of reforms and policy documents in general. In this context, a major challenge was the imperfection of procedures to promote draft legislation and regulations, including delay manifested endorsement and examination of policy documents.
   Ministry of Economy has promoted a series of proposals in fiscal policy for 2012, aimed at promoting investment and creating new jobs, which would develop export offer. These include the extension of VAT refund mechanism to capital investments throughout the country and without capping the amount of investment, non-economic dividends, the introduction of simplified flat tax for SMEs to request partial retention of tax incentives, etc. IT.
   The report contained data on the implementation of innovative programs to support SMEs to attract remittances in the economy, increase energy efficiency, and other actions aimed at the transition from the current economic model to a new paradigm economic development based on investment and export.
